As of now, no. There is no new Eco. Though, since not much information has been released about the game, we'll see how that part goes as well.

As of now, we don't know. You will be able to use some of the current eco powers in a new way though.

I don't think there will be. Light Eco may make a return, but there won't be any new Eco. As it is now, it's all balanced.

No they never did, although I'm not 100% sure. I am pretty sure that the world would be way different and worse if they created it with dark eco.

They didn't make the worlds with Dark Eco. We don't know what they used, but I suspect it was White Eco.
What you're talking about is Gol and Maia re-opening the Dark Eco Silo's in The Precursor Legacy to change the world to their whim.
