I never understood why all Pokemon forums could just have one general Clan forum instead of separate ones. Though it's not like they all have Clan forums to begin with. *shrugs*

Basically, clans in Diamond and Pearl turned out to be a nightmare and it was decided in Platinum that it's not worth the headache. Until said otherwise by a forum moderator, clan will not be in the plans for HG/SS.
