Quite possibly seeing as it was him who introduced Raiden during the teaser. But then again, you never know. He might not, this is Kojima who's holding the strings after all, anything is possible.

I'm hoping Campbell is a main character in the game, I'm not too keen on Raiden... However, I want to see some returning villains from the past, mechanical reaven anyone? metal gear Fatman?

I hope Campbell is in the game, although if it is between MGS2 and 4 then that is not possible, unless his mission is absolute top secret.
Also I think it is after MGS4 because he has the lines on his jaw where his MGS4 suit was. -------------------  'GTA4 wasn't made just so people can go play PacMan all day at a strip club' | |

The suit looks like a crappier suit than the one in MGS4 but that could be because the suit is a prototype. You probably get suit upgrades while you play through the game.

Of course Paul Eiding is going to be in it...You got to remember Rose was under the protection of Campbell. Why did she need protection? Were the patriots after her son?...there are many possibilitys of Campbell being in the game.
