Don't Worry, thats not a Noob question.

Ok here what to do...

Go on Google and type in TXD Workshop and download it.. then load it install it blah blah then download IMG Tool.. Also type that in on Google.. load it up as well.. On Img Tool click file then click Open.. go into the VC Directory go into Models and Select GTA3.img and you should have all these files.. Look for the TXD File your looking for and Right click and select Extract.. Extract it to where ever you want. then Open TXD Workshop and click "Open TXD" And go to where you extracted the TXD File and open it. then when it's open click "Extract" Then click "BMP" Then right click the Extracted BMP File and press "Edit" And there you go.. do what ever you want to it.. draw away my Friend!
