This is nothing to do with the sewers. It is because the population increase rates are stupidly high, and the sewers can't cope with it.
But yes, it's pretty damn annoying, especially in north Africa. I often find myself having to abandon Carthage so I can retake it and massacre the populace, which is kind of irritating as I really could use that army elsewhere.... ------------------- The end. | |
