ships and pirates problems fighting

ok so i got the game a cuplle of days ago and im in campaign but when ever i move my boats or ships w/e i get attacked by pirates and it dosnt let me attack them or drfend it just allows me to auto resolve and always end up losing ? what am i doing wrong ? please help

1. Rome: Total War doesn't allow you to fight naval battles on a battle ship. Auto-resolving them is your only option.

2. How many units do you have in each fleet. If you only have one or two, they'll never win.
