Do not give up hope! My strategy was run up to him and Zoom punch a lot... of course, that was Kids mode and I had a Take 2...

I never really seemed to have much trouble with Fire Leo on Kids mode (it usually only takes me one or two tries without using a Take Two). Here are some tips that might help anyone who's struggling:
First off, get Joe on fire via the Mach Speed attack on the rocks as quickly as possible. When that's done, you can take your time and be careful as you work your way over to Leo, since pretty much nothing can hurt you then.
As soon as you reach Leo, use Slow and Zoom, repediatly Zoom Punching him until his shield breaks. At that time, keep slow and zoom going and hit him as much as possible until he starts spinning.
The best method I've found for when he starts spinning is to jump above him with Slow activated, use the Zoom downwards aerial attack (when Joe slams downward) and land directly on his head, then quickly change to the cartwheel kick (kicking while using Zoom). If done correctly, you'll be able to do significant damage to him while being out of harm's way.
Should you run out of VFX (which is inevitable), quickly get away from him until you are charged, then jump right back into the combo. Make sure you have the VFX Turbo Charger or else it's going to be much harder getting back into your attack routine without him regaining his fire.
After awhile, Leo will get back into the fire and relight his fire, and will begin his flame attacks again. Repeat the attack process.
After dealing extreme damage to Leo, he will begin a new attack at the beginning (when he is firing the rocks off). He will take two cycles around instead of his usual one. This can mean big trouble (and big damage) if you start Mach Speeding one of the rocks while he's still doing his cycle. Wait until his cycle (when he runs around the area firing off rocks), then use Mach Speed and go through with the attack sequence.
Hope that helps! If you have any more questions, feel free to ask them here.

Captain Blue makes me *bleep*ing hate this game. It's so god damn frustrating. How the hell do you avoid the lightning?
I, for one, don't like games that are this freaking hard. I mean, it's tough to enjoy the game when you're using every last bit of will power to keep yourself from smashing the controller and chucking your Cube out the window.
And this is on Adult mode, I can't imagine what the harder modes are like. So much for unlocking the cool characters.

Hey, I just beat Ultra V-rated and unlocked Captain Blue, so if anyone thinks adult and V rated modes are hard Ultra V rated makes them all look very easy. For one, NO SKULL MARKERS! One hit takes down almost all of your Life Bar, fighting Fire Leo is hell(took me 132 tries), so anyway here are a few general tips. 1. After buying all of the enhancment items(like VFX turbo charger, Life Gauge, etc.) Buy Take Two's, they are lifesavers. 2.Master using Ukemi(Zoom in when you're about to fall after being hit) 3.If you're just starting, your first priority should be to get the VFX Turbo Charger 4.try to find attack patterns(especially on Ultra V-rated) 5.Master the Slow-z-roh(Zoom and Punch, that's what they call it at GameFAQ's) 6.Try to find many ways to fight bosses, then choose the best one. 7.When fighting Gran Bruce remember this no water=you kick his ass.water=he kicks your ass, so stay away! Hope this all helps

I've been playing this game for a while, and got frustrated with Adults Mode and quit. I started over, and just beat [b]The Magnificent 5 on Adults. I'll post some of my techniques. Please note that I have not used Ukemi successfully when I needed too (Only practiced with a Bianky) and only used a Take Two and have it help once. Anyway, be aware of Spoilers.
I'll do the bosses for the modes I have done so far.
Charles the Third (Dark Fiend) - Kids and Adults - He's simple. All you do is wait for him to make the rocks to fall, and then uppercut them to kock him from the air. Then use Slow Punches on him, (unless you are playing a second time throught and can use SRHOH. See also: Instead of rocks, you can use a Red Hot Kick to knock him out of the air. This can be used to stop his red boomarangs. You can also Slow Kick him when he uses his drill tackle on you.
Hulk Davidson (Iron Ogre)- Kids and Adults - First, let him jump to you. Dodge High to avoid the small shockwave. Wait for him to swing his ax at you. Dodge high over it and SRHOH him. Do this until you have just under 20 V's. (So you don't get the 20 V icon, just the 10 V plus little V's...like, 19 icons or something.) Then you break out and Mach Speed in Slow to dodge his Large Axe Attack. Continue with this pattern. When he starts to Rhino Charge, jump to the platform above the wall he will hit, and jump down (Press down and jump) behind hm for a SRHOH. Again, stop hitting whe nyou get to 19 V's. If his Ax breaks, hunt him down and attack with the all powerful SRHOH.
The reason I tell you to avoid hitting him more than 20 times is that then he'l use the Large Ax of Death- a HUGE swing of his ax that deals heavy damage and causes the missles to fall and set fire to the arena.
Gran Bruce (Aquatic Terror) - Kids and Adults - This battle is highly simple. At the start, SRHOH him until he starts to Jaw Attack you. Tap the Mach Speeed trigger until he gets close. Then jump over him and do it again. Keep him in the far left or right side of the screen so he can't get into the water as easy. The Mach Speed tires him and you do heavy damage. He won't even have the chance to cause the water to rise.
Another Joe - Kids and Adults - An other easy battle! Just stay close to him. Slow Red Hot One Hundred is your bestest friend in this battle. Since the stradigy is fairly straight forward, I'll give you dodging techniques.
Henshin A-Go-Go! - He creates Dopplegangers to attack you. Just keep jumping when they turn black to dodge.
Henshin A-Bye-Bye! - He sends Dopplegangers at you. Jump up, run, jump up to dodge.
C'mon, Six Machine! - He calls the Six Machine Doppleganger. Hit it twice with a Slow Punch to knock it out of the air, and a nice SRHOH will give you a hamburger.
Beware that Another Joe has all your powers- he uses Slow and Mach Speed to get away from your attacks.
(Also, yeah- That's what he's doing. Speed is relitive and all.)
Alastor (Blade Master) - Kids and Adults - Bleh! Knock him into the lava to make him teleport to a fountine and cool off. This makes him dizzy. SRHOH here. Knock him out of the air and attack. Simple, simple. The only time you won't want to attack is while he's using Gamma Ray. Just dodge until you can hit him midattack.
Rage Stones - Kids and Adults - The same as above! You may alter your moves a bit this time around. This will be a guide to get the Film.
Dark Fiend Rage Stone - Keep it alive until you can knock up rocks to collect the film. Note there are film off the ledge where to start and above the starting point. Gather these.
Iron Ogre Rage Stone - Collect the Film above the arena, then battle the Iron Ogre. When he is on his last bar of health, Mack Speed attack him to get the Hamburger and one Large Red Film hidden in the background boxes.
Aquatic Terror Rage Stone - (Remember to make him chomp mines, then slow and kick him for damage. He WILL get to use water this time around, so be prepared. Use the same moves as before, mostly.)
I bother not with the Film in this battle- it seems like a waste. Jump to collect them at the start, go underwater for some more. Jump up again, and Red Hot Kcik down to collect those. The battle starts. Ignore the Rage Stone and jump behind where he was for more. Lure him to the center (above the water while it's dry) and Mach Speed for some VPoints.
Another Joe Rage Stone - Just collect them. Mach Speed to get a bunch of VPoints at the northern and southern ends of the Engine.
Fire Leo - Kids and Adults - Use the many guides in this thread.
Also, my personal hits: Use Mach Speed to catch fire, and then sow kick Fire Leo as he runs to stop him and be able to attack. This is useful when he goes nuts near the end of his life.
Listen to those roars! When he makes the sound he makes when he jumps fro mthe Lava, it's a low hit! Stay down to the ground until you hear this, and then jump. It's easier to stay crouched and only to dodge bottom hits than to try to dodge them all! Also, use slow every second and dodge. You'll both save VFX, and be able to do a full bar of damage each time he gets dizzy. Also, if you break his shield, and he doesn't start to spin, he'll try to Claw Attack. Jump backwards instead of Dodging, then run in for a SRHOH for easy damage, no dodging.
King Blue (The Omnipotent) - Kids Sadly easy. Just go nuts and strike him when he is hittable. When the lightning strikes, Slow for a second, and stand next to the bolt. This will put you out of the line of fire. Later inthe battle, Mach Speed to the direction that's open to dodge. You'll take hits, but not as much.
Captian Blue - Use the same moves you've been using on the silly old man! Also, people say that Voomarangs and Slow Twirl Kicks do wonders, but I ahve yet to try either.
I hope I helped some of you!

Jump over him in slow mode when he is running around so you don't get hit by the rocks he throws up, and immediately when you land mach speed attack the nearest rock until you on fire then kepp jumping over rocks and attacking in mach speed towards fire leo to keep your fire (the fire makes you invulnerable to his fireballs) then when you get to Leo slow-zoom-hold punch him and dodge his punches to break his shield. Then dodge five attacks in a row when he twirls around (easier if you use slow while doing this) then he will get dizzy and slow-zoom-hold punch him. Repeat. When he gets on low health he goes really fast running around!
Believe me this boss is extremely hard on Ultra V-Rated (gotta go by sound only (no skull marks)!). But I eventually beat him. What was hell though was King/Captain Blue on Ultra V-Rated. King Blue has like 10 bars of health (colour PURPLE!) and Capt. Blue uses his Mach Speed practically all the time. His lightning takes off 8 health as Joe and Captain Blue has an annoying habit of summoning his lightning inside you Somehow I beat them both in the end only getting hit once. If anyone wants it I'll post my strategy but for now I'm off to bed.
