	You can buy it for like 50,000 RU from the very first trader...if I remember correctly. If I'm mistaken, then I know that there are definitely mods that will fix some of the distasteful game designs and offer the exo at the first trader.

	You can find it at the Chernobil plant, in one of the boxes, but if you remove your scientific or SEVA suit (9 kilos) and put on exoskeleton (15 kilos), you will die from radiation expose. I dont know why they put it there. In theory you must have a large number of most powerful antirad artifacts in your belt to prevent dying. The suit also had emprovements so you can run in it.
