No, you do not need to delete the alarm. There is no sure way to get a burgular, so you'll just have to wait longer.

If you actually want a burgalr(make sure to have an alarm so the police will catch him), you can enter(into the cheatbox): boolprop testingcheatsenabled true then shift-click the mailbox and choose either"More" to get the option, then "force bugalr". It works, i've tried.

You can't force the burgler to come. He'll come randomly.

And don't use boolprop. Seriously, don't.

I've also noticed that burglars are extremely rare in sims 2 compared to sims 1, but they come around every once in a while.

My problem is that I always have at least one Sim awake through the night. A burglar won't come unless all Sims on a lot are asleep.

I'm pretty sure they can't steal your baby. They're only interested in items, like TVs.

I've had 2 so far. Didn't know what to do the first time and had one sim go downstairs thinking I could scare him off but he just jumped around like a fool while the burglar stole everything until I got the hint to call the police while the burglar was next to the phone. Kind of unrealistic. He ran away when he heard the sirens. I reloaded and installed an alarm and the next time the sim stole a TV and the police caught him ut even though he didn't get away I didn't get the TV back but only insurance which was only a portion of the value. I don't understand why you don't get it back. Would have been better and get insurance when the burglar is not caught.

Just make sure you install the alarm in the room next to the door. I don't think the Burglar comes in another way.

My question is how to kill the burglar. The aspiration meters post a large want for his death but I don't know how to achieve it.

Invite him round, an lock him in a room. Simple!
