	I don't know what particular device is needed, but I know that the Elite Four doesn't have to be defeated and neither does the National Dex need to be attained. 	No, to trade you must have at least got 6 pokemon and at least have gotten a badge. If not, you probably do have to beat the elite four, but you dont have to complete the national dex to trade.
