As I do the Theives guild quests for Sugar Lips Habassi over in the south corner tavern in Balmora, she gives me the one about getting some dwemer artifacts from the guy who was supposed to deliver them but did'nt.
So I go visit him, he lives in some vile little drug-dealing town (sweet moon sugar) which I can't remember up on the bitter coast.
So I see him, he acts like he knows nothin about nothin.
Down below in his house is a whole bunch of smugglers and one of them asks you to deliver a slave to the guy in Balmora.

-So I did, he attacks her, and I don't care much for random acts of violence against the less fortunate, so I do him in. She thanks me, I take her to safety in Ebonheart.--OK, so how to get the Dwemer artifacts? A tube and three other things from that guy back there who asked me to deliver the slave? I'm sure he won't be too happy to see me now, and I don't see him as just handing me the goods. What to do?--R.

The Dwemer artifacts are in the chest next to the Khajiit that won't tell you about them, before you go down the hatch.
I taunted the Khajiit and killed him he has the key for the chest on him, just be careful there is a mage in the room with him.

I pulled this out of my faq for you, hope it helps:
Balmora 3rd quest: Fat leg’s drop off (Dwemer Atrifacts)

Sugar lips will ask you to recover 3 artifacts from a guy named Ra’zhid that’s at a place called Fat legs drop
off in a place called Hla Oad. Hla Oad is south west of balmora and North West of Seyda Neen.
Once in Hla Oad look for fat leg’s drop off (there are only a few shacks so it’s not hard to find.) Face Razhid
do not draw a weapon or try to ask him about the artifacts he will not tell you. Go to the chest behind him and
to the left and try to pick it out in the open. He will attack you so kill him and the mage will not interfere
after he is dead grab his key and look at the door opposite of the mage and the chest will be on the right of
the door. Open the chest get the artifacts and return to Sugar lips.
