Well, one of the items that you can unlock in the game is called: "Cloak of Deception".

So, I'm pretty sure it's a cloak.

I don't really care what it is.

But since the game says it's a cloak, I go with that one.

Well, I didn't make the rules.
But if you don't want that to happen, then just don't break them, very simple.
And this isn't the place to talk about the rules.

I'm not exactly sure what it means,
But it's not an exaggeration, that's for sure, it is as it says, you will lose the ability to use Internet on your computer.

You don't have to worry about loosing the internet. That's only for the extremely bad offenses. Like purposely leaking information out of the Mod Forum, or going on a flaming/spamming spree so bad that it takes up a couple pages of a major forum.

As for what Wander wears... looks like a poncho to me.
