I agree, does not exist. I've played though both difficulties at least twice, and found no 17th giant.

Actually the 17th colossus is Dormin. I really liked to control him, despites his walking problems that really annoy me.

yeah hes not lying. even though its true i think its kind of hard to belive since most of the other ones are bigger not counting the 2 small 1s and made out of rock and hair/moss.
