There is no 17th colossus, because if there was, then the game would continue after defeating the 16th colossus. And there is nothing up there on the secret garden. I saw a video of someone who used a cheat, that made him go up very high using a bird, and he was higher then the secret garden, or the Shrine itself, and when he was up there, he could look through the Shrine from above. You can see it yourself, if you walk on the bridge, while keeping the camera focused on the shrine, you can see the top disappear if you walk to it, and reappear when you walk away from it. -------------------
