I've played the game before, just started from the beginning again, and for some reason, no matter how many times I talk to E, I don't get the quest I'm supposed to get and I can't search for Lily.
Help?

Don't know if this will help but just be sure to tell E. that you will look into it and that he tells you to start at the diner. At the diner you need Doris to give you Lily's purse which has all the clues you need to get going.

You've played it before, you know the drill.

Oh, I know, that's the weird thing. I tell him "Maybe I should look into this..." but then no quest pops up! I don't get a new quest, and no matter how many times I talk to him, it's as if it's the first time I talk to him, and I go through the whole drill of being nice to him and he explains about Lily and all, but nothing ends up happening.
