From memory I dont think there is any easier way to beat him, the only thing you can do is try to ramp into him and make him spin out. That should give you the lead.

I beat this mission by switching cars.

First I collected all the cars at Sunshine Auto and got the Hotring Racer. Then I took it to a safehouse close by the Malibu club and saved the game. Next I drived the Hotring south past the Malibu club and parked right around the 1st intersection. Then I ran back to the Malibu and started the mission. Once the race starts, Hilary will gain a lead on your right away. Don't worry about it and just get to the Hotring as fast as you can. Then do a hard brake and get out of the car and get into the Hotring. After that it's a game of catching-up. Just drive fast and watch out for the cops. It helps a lot if you are familiar with the route. Because the Hotring is faster than Hilary's car, you should be able to win the race if you don't make any big mistakes. If you don't suceed, just reload and retry and eventually you will beat it.
