I don't really know. I think some R* person just said it to keep people interested for a little longer until GTA IV is out.
They might know: http://myepsilon.org/content/contact.htm The main people who like use those quotes are the bigfoot fans. ...you know what, I think those might just be from the bigfoot exploration time. So something like 2005 to -7 or so, I really don't know. | ||

What if somehow, Rockstar made the myth so it could only be found on a certain date? Related to Epsilon? It's a long shot but this myth is all about long shots.

The game doesn't show dates. It only shows the day of the week. Otherwise at some point it would have to cross from 31 december 1992 to 1 january 1993, but that doesn't happen. It's always 1992.
Don't hesitate to prove me wrong. The Epsilon Program does not exist in just one time or place. | ||

In GTA:IV there's a radio show where the host begins with "Kifflom!". As far as I know, it only happens once throughout the entire show.

I don't have GTA IV, but I've heard from a reliable source that there's an Epsilon site in the in-game internet.

It never ends. It basically repeats itself over and over again. People have taken the game files and viewed every object in game. There's nothing out there.

You can see the game files by sticking the disk into a PC.
"use mods"? That's only possible in the PC version. http://www.gtamodding.com/index.php?title=Main_Page I've heard that there are some very limited mod's available for the PS2 version, but I haven't investigated that. And if you have the PC version, then be mindful that only the first "hot coffee" version is modifiable. The version 2.00 will automatically crash if you attempt to modify it. The only way to even theoretically modify the v2.00 is >THIS<, but that's like REALLY, REALLY complicated. Some sites offer a downgrader patch which should magically change the version 2 into a version 1, but for some reason (magic) that doesn't work on every copy of the game. Some copy's can't be downgraded and sometimes it just messes the game up to such an extent that you'll have to reinstall it. The easiest way is to just buy a version 1 from E-bay or download one from I don't know where. | ||

GREAT NEWS! I should be getting my PS2 back real soon! So I'll be joining the search for Epsilon.
My last find was: I was wearing the black suit from Didier Sachs (my 100% save) and with Blonde Hair (no hat, cap or whatever) and and all-red Ghost Glendale rolled down the hill right in front of me in the Whetstone forest. The likeliness of a Glendale being all-red has nothing to do with what you're wearing. Pepole have been driving all cars in all color combinations, while wearing all clothing combinations for years. The reason why that Gelendale rolls down the hill is... (link)
Glendales have not been proven to have anything to do with Epsilon.
