Its probably just a dodgy mod.
Its happened to me many times when I played on the PC and tried installing mods. Your quickest option would be to uninstall the mod but that's also the trickiest way if you haven't backed up your files If you don't succeed in uninstalling the mod, your better off reinstalling San Andreas. Many times I've installed a mod, for example a Dodge Viper replacement for the Banshee, what happens is that you replace the files of the Banshee with your mod (and if your like me, you haven't backed up your files) When you start the game, it wont load properly, because the game cannot spawn some rich asshole driving a Banshee because you've replaced the files with something that doesn't work thus causing your game to not load correctly. Just reinstall San Andreas would be your best bet.

As auron586 said, when you uninstall the game, are you sure that your completely uninstalling it?
Therefore getting rid of every San Andreas file or shortcut, as if you never wanted anything to do with GTA:SA ever again, this could be 'add remove programs' in control panel, your situation lies however in your files, when the game loads it can load up every file it can, if you have a "dodgy" file that it cannot load, then it wont open. You could look for this file, or just delete every single thing. Then install San Andreas as if it were your first time and you just bought it from the shop today.

I think that there is this option somewhere,(I forgot where) that you can click reinstall, and your computer automaticlly does everything it needs, to unistall it and then install it. I'm not sure I'm not too much of a computer wiz.

I've only played San Andreas on my PC once, so I'm not going to say whether things are in the right place or not, because I don't know where they should belong anyway
Were your "Models file" originally in your computer program files, under Rockstar games? that's where my "Models file" was. Program files/ Rockstar Games/ Models...
