Get Tow truck

Get a Ped hooked onto tow truck (In a car obviously)

Cliff

Hang ped off cliff, without dropping him/her....

Hop out, light car on fire...

Hop back in and drop car =D =D

Watch the hilarious explosion... and repeat =D =D

Is it possible to get the crane in San Fierro to reach the main road? If so then I have quite a good idea for one way of torturing the poor pedestrians. Let's just say it involves a lot of swinging and quite a lot of contact with water .

Yeah, I'll go and try it. I'm not sure if the crane reaches the road though, I'll see if there's any way you can get peds to follow you...without cheating. I've also got another torture method but I'll post it up with my results of the crane thing.

I am not quite sure if this is possible because when you get out of the tow-truck and hang the victim over the edge of the cliff, the car attached to your tow-truck will be too heavy seeing as there is no weight in your car, as you are outside setting it on fire. Logic says it won't work but i will try it anyway. Has this been tested yet by the way?
