no, there is no item capture recipe, but you can win an item capture from defeating the golden bumblebee mechs (haven't played in like over a year so i don't remember their names :/), they are rare to encounter but if you go around the north area of the desert level (where you arrive after Ferham attacks you)enough you should encounter one. And its not guaranteed that you'll get the IC, but if you encounter and fight enough of them you should get it

and i would suggest fighting enough of them to get enough IC's (it takes a while) for all of your party to have at least one of them as their sub-weapon. once you've done that, you should head to the fight with Redips and just use an IC every chance you get on him (preferably after taking his barrier down or else you're just wasting your turn) and try not to land enough damage to hit the cutscene before you get it because you can only get SFMFrag a during the first part of the battle :/
