You mean the guy with the scythe, Marluxia? If that is who you mean, then it is because he was defeated in Chain of Memories already and is no longer alive, but I hear that he will be a bonus opponent in the Final Mix version.

You can fight all of the Organization members in both KH2:FM+ and KH:RE:CoM. However, in CoM, the Organization members are the real ones, in FM they're only data.
