For the national dex you also need to have at least 60 poke'mon.

You need to have the Rainbow Pass to get to island 4,5,6. Get the Ruby and give it to Celio and he should trade you a rainbow pass for your tri pass.

Island 4. Though to trade with colloseum you do have to get the Ruby Plate and the Sapphire plate. Same with Ru/Sa

No, you get the Ruby at Island One. Island Four is where you fight Team Rocket in Icefall cave. Can you please make sure that your information is as accurate as possible before you post it? If you're not sure, just say so (that's what I do).
