The Ruby Plate is obtainable by going to Mt. Ember. You may remember some Rocket members sulking around the beginning of the area, just to the right of the entrance. You can battle them now, once you beat them, you can go inside the cave they have opened, and retrieve the Ruby Plate. (I believe there may be a few puzzles to solve, I think you can catch Slugma in the cave also.

Just an add in, you have to Beat the Elite 4 first, before the rocket grunts will battle you. During this time you might as well get the Nation Dex from Prof. Oak too. (Beat the Elite 4, return Lostelle to her father on Two Island and have 60 pokemon).

When you return Losette, go to Island 2, go to that game place, the guy will say she is gone, go to Berry Forest in Island 3 and she will be in the very far left hand corner.
