Alright, since neither Xatu nor Togetic can breed with Eevee, what (other than Skitty) can I breed with a Xatu or Togetic to teach it Wish, then breed that with an Eevee.

You have to breed it with a Smeargle which knows wish via sketch

WTH? how big is that chance? and where can you find smeargle

Smeargle can only be found on emerald, in the artisan cave (well, that isnt quite true, but you need to have to e-reader to get it from altering cave)

in order to get sketch turn into wish, you can do one of a few things

A) When you encounter the smeargle in the wild, use wish when you first meet it. then it should sketch the move, and when you capture it, it will contain it in it's moveset. This is the easiest option, if you have emerald

If you dont have emerald (or the e-reader and e-card) and obtianed smeargle via a trade, you will need to get wish some other way, this is where the other 2 options come in

B) You can find a wild pokemon which knows wish, and hope that it uses the move when you first see it

C) You can set up a multiplayer game, and have the oponent use wish in battle
