i used the action reply and how come some of the pokemon dont abay me like mew an deoxys are the only 2 so far

The game knows you cheated. They do that. but be thankful the cheat worked. (Because you shouldn't be cheating)

You're supposed to catch Mew and Deoxys in their respective areas. You need to catch Mew in Emerald anyways.

Since I couldn't get deoxys and mew I had my friend clone his deoxys because he got it from the event.

Do you have all your badges?

You can't use the Wild Encounter Code. They obey if you get them at the Islands, though. Badges won't do anything.
