Isn't this info in the FAQ?

You get them after you defeat the Elite Four.

As someone as already said it depends on what starter you took, thus:

Squirtle: Raiku
Bulbasaur: Entei
Charmander: Suicune

They run around grassy areas at random. It's best to use the master ball. But if you want some real torture (like I did) catch Pokemon like Wobuffet, Trapinch, Diglet and Dugtrio, ones with Shadow Tag and Arena Trap abilities, put the hound to sleep with something fast with that ability, it can still run though, so then wait for hours and hours to find it again utilising the Pokedex to check its position, when you do find it again put your Shadow Tag or Arena Trap Pokemon at the front to chip away at the hound's HP so that it's nothing more than a sliver (careful now), you'll probably have to repeat this a couple of times when it wakes up, but when it's both asleep and down to a smidge of HP start chucking balls at it. And if you are not driven mad by this process, I salute you.
