Right, so I've got through all the badges and beat the elite 4. I got to Island 1 and met Celio and did that mission that involves giving him a meteroite and saving the baby on Island 3. Now I want to advance and according to my guide, when I go to Celio he should ask me to go to mount ember and get his machine. It also says Team Rocket will be blocking a door near there waiting to battle me.
Firstly, Celio does not ask me anything, he just sayd that when he gets his ting to work he will let me use it or something. Secondly,Team rocket are not blocking a door, they're just standing in front of a cave, and they do not want to battle me, they just tell me to get lost.

What's going? Have I skipped a part in the game?

no, you havent skiped anything. you just have to do something (i think you have to beat the elite four again). then, he'll ask you to find a ruby for his machine. then you go where the rockets are, and you have to battle them. After you beat them, they'll leave, and then you go into the cave. make sure to bring strength and rock smash.

You just need to get at least 60 pokemon registered as caught in your pokedex and go talk to Oak.

Yeah I had the same problem. You have to beat the Elite Four and have 60 pokemon then talk to Oak. That should do it.
