In Bean Valley, get to the area that contains five pipes. The top pipe takes you to a room that has a golden chomp chomp. Kill it and keep jumping in its place (you'll hear the sound that plays when you open a treasure chest) until a tile appears and a path opens up above.

You can acquire a membership card by finding Knife Guy in Booster's Tower (can't miss him) and winning in his game 12 times in a row.

It's an item that deals 100 points of damage to every enemy in a battle and can be used as many times as you want.
