When you said to press and hold and then press A...what do you press and hold????? Please help!!!! I have been stuck here for ages!

A little help... I use GameBoy Advance, R and down always works for me.

Simultaneously press Down on the plus control pad and the R button (top right of original GBA) to drink up some water. Simultaneously press Up on the plus control pad and the R button to shoot water at Squirt (when his eyes are in front of the waterfall).
