It's right below the major road that goes across the top of the map. It's also near the hovercraft with no driver.

Firstly, have you actually unlock it? and so, have you actually look for it??

Its not hard to find as there arent that many if at all red icon on the map...

Go to the large map, look at the top left hand corner. You should see to piers, thats where the school is.
