	Go to the room where you enter Rusty Bucket Bay level (I suppose you haven't opened it yet). Jump on the boxes to get to the corner with a golden feather flying in the air. In that corner, there should be the second water level switch. When the water is rised, you can attempt the goldfeather, get to the Rusty Bucket Bay puzzle, and get to the note door, that blocks the way to Click Clock Woods.
