Is there only one? I've been using them since the beginning of the game, well daggers and 2h swords, and I only have Rising Eagle. Which is fine, I use it as a boss destroyer most of the time anyway, but new ones aren't showing up. This might be a stupid question, but right now playing can get awkward, getting use to the keys, because I don't really "own" the game, but I have a... well see if you can find out.

Special techniques are gained in a combination of what regular abilities you have, how often you use them, and you're current level. If you're not getting any new STs, switch you're regular abilities around and go use them in a few battles. You should get something new before too long.
