No, the fairy that Link had in Ocarina of Time was Navi, the fairy in Majora's Mask is Tatl.

according to many recourses I read (guidebooks, websites, etc.) the whole reason MM happened was because he was looking for navi. he ran into trouble, and got pulled into saving termina again.
