I have the extra zone of sonic rush, Exception (wierd name, huh?). I have all of the Chaos Emeralds, But Gardon won't give me any Sol Emerald missions, and I have 5 of them. All of the walkthroughs i read say all I have to do is beat the Ghost Titan in the Big Swell and then talk to Gardon. I have done that. Do I have to beat other missions first???????????? :_

it's not unlocking levels that gets you the missions, you just need the levels to be able to unlock the mission, I remember, I had every level there was once (appart from deep core) & all I needed to do was grab some more sol emeralds before I could unlock extra zone, but it took time before I unlocked the missions...
...hmm, now I feel like playing this game...

Actually You suspose to beat some Bosses and Fidn Hidden islands for Gardon to fidn a sol emerald then you can do the mission

16 hidden islands? You have all of them, then.
as for the sol emeralds, well, just go out adventuring untill Blaze's guard says he's found another emerald & then just complete the mission's level (in the mission of course), it's as simple as that.

you can use any vehicle. When on the sea map, draw a route to a little bright water circle. MAKE SURE YOU HAVEN'T GONE THROUGH IT, OR YOU'LL KNOW THAT JOHNNY ISN'T THERE. Then set sail for it. If Johnny's there, then race him.

race tips:The easiest way to beat Johnny is to collect rings until your boost is at max. When that happens, hold l or r and you'll boost fast without your speed guage going down. It's best if you get maximum boost power near the end of the race. OH, and if you boost, don't go through the translucent ring things behind Johnny (turbulance) or you will boost slower, but if your not boosting, USE IT!

for the 7th johnny race, the trick is to use boost at exsactly the correct times making sure that you don't use up your boost, it's a lot harder than it sounds, though.
as for blaze, talk to the royal guard in you sailship's docking bay, sometimes he says he's located a sol emerald, you then have the mission to get it added to your mission list.
