I think this is in Bottle Grotto. Go to where the block looks mad if you step on it, and go to the right. Select glitch to the left. Walk through the pedastal, and you will fall to a place with Goombas. These are common underground. Also Piranha Plants will be there.

Yoshi Doll is quite easily the best Mario easter egg of any Nintendo game ever. I remember when I first got it when the game first came out I was so excited to have a Yoshi Doll as Link. Looking back I find the whole thing hilarious.
