No, the Digimon with better trait combinations and better signature moves are more likely to be a part of my team, anyway. That's the only kind of advantage you can get in this game. Some combinations are inherently better than others. Then again, trait combinations can be more useful if you specialize each one into a specific role, instead of having each one do the same generic thing.

Popular is a broad term. It refers to the usage of the Pokemon. It's a good Pokemon to use competitively, thus it's popular, and thus it's known as overused.

Essentially, Pokemon are popular because they're useful, not the other way around.

This all comes from experience with most of the digimon's also. Those who lack the suitable traits to make a good digi/team will be ranked lower. Just because they are ranked lower doesn't mean that they aren't useful.

Also if this were a popularity contest I'd see more people using a lot of digimon that aren't really being used(I'm not saying their names because I'd get mad if I see them used on me lol).

I've never seen a tier list - or any list - from Pokemon that wasn't based on phrases like "Overused" and "Under-Used" - obviously referring to popularity. Pokemon players often choose Pokemon for their looks, yes, but a lot of them are serious players who choose Pokemon for other reasons. Popularity reflects usefulness with most Pokemon. A lot of players don't necessarily use Pokemon they think look great. Personally, I like the look of Beedrill, but I wouldn't even think about using him in anything except normal play or an insectoid Pokemon tournament or something. As you say, with Digimon, any Digimon can have any moves (except Finishers), so I suppose Digimon you like in general - looks being a major factor - are more likely to be part of your squad.

Actually, I realized I stopped using Pokemon terminology after "ubers", which I've gotten used to as defining the tier that if used in multiples overpowers the rest of the usable things in the game.

If I think about it, the tier list would actually work out to be the same, rules or not. It's just that you'd have to make different choices if limited by the number of a certain trait. If you're only allowed 3x All Element and Status Barrier combined, and you wanted to use Armagemon and Susanoomon, you couldn't use ZeedMilleniumon because you'd go over the limit with his Status Barrier, so you'd use Deathmon Black or Beelzemon or something.

I'm not sure if the tiers could even work out the same way as Pokemon, because anything can have any moveset. If you're going to base tiers on how popular something is, then they aren't tiers, they're popularity contests and you get garbage choices like Apollomon and Imperialdramon in the top levels because people like how they look and don't know anything about gameplay. In this game, it comes down to traits and signatures to determine advantages, and I'm just talking about which ones have the most advantages and which ones have less advantages.

Notice that most of these either have all resist or the dodge dance adding on to their usefulness.

Deathmon and Sleipmon have a plus for their sigs.

Calumon and Seraphimon make for good Healers.

Omegamon and RavemonBM are here for their Dodge Dance.

Gigaseadramon has All resist which is the only useful thing about it other than its all grid hitting sig that doesn't do much.

What do you know, my two fav digimon lol. But theres truth to it. Chaosmon has nothing but his Gladiator/Assassin's Sense that helps with damage but does the same amount with a chance of missing without the God's Eye >.>. I'm using it regardless though just because of it being underused.

Darkdramon(forgive me for ever placing you on Top Tier list lol) is middle tier given his Assassin's sense trait without complimentary traits.

However, outside of the 'Uber' class, Pokemon are classified according to popularity, which often reflects usefulness, but is much more accurate. There are hundreds of thousands, probably millions, of people playing the game. If a Pokemon is popular, there's real, factual data available.

What's happening in this forum is basically five or six people trying to decide among themselves which Digimon go where by looking at usefulness alone. Pokemon's got it spot-on, making categories based on popularity rather than usefulness and separating the really powerful Pokemon with one other category.

And with regards to it being "too easy", for whatever reason, what are you suggesting - have a separate tier list for each rule set or what?

If you don't acknowledge any kind of rule sets when designing tiers, it becomes really easy.

If I were to use Pokemon terminology.

Armagemon, Apocalymon, Chronomon, DotMirageGaogamon, DotShineGreymon = Top tier easily, even with DotShine at the lower end of this tier. Probably the ubers tier that deserves the 1 per team limitation.

After that, maybe Zeed, Deathmon Black, Sleipmon, GigaSeadramon, Seraphimon, Calumon, Omegamon, and Ravemon BM as top tier. Maybe Cherubimon, Beelzemon, somethingsomething. There might be other stuff here, I don't know. I'm just naming stuff that I think of.

Darkdramon and Chaosmon would be mid-tier, for the simple fact that Omegamon and Ravemon BM have the traits that make Chaosmon and Darkdramon playable, but they also have good signatures and another useful trait in Evasion Dance. When there's an obviously better choice, the worse choice belongs in a lower tier.

Lilithmon would probably be...maybe upper of mid tier. Assassin Sense + Evasion Dance =/= Top tier. SaberLeomon...Critical 4 + Heroic Move =/= Top tier. It does have a usable sig move, though. Gladiator isn't going to make it top tier.

Even I'm somewhat regretting putting Darkdramon up on the Top Tier. But then again, those of Upper Tier are still of good use in battle if provided a suitable team and moveset to compensate their given traits.

I use Chaosmon all the time, so I know of his flaws/strengths.
