I have found two stations that sell the shields but I am denied docking. Anyone have any clues? I did notice when you look at the sector map stations have one, two or three hashmarks above the icon. Maybe this has something to do with it since these have three.

No, listen, it's easy... just buy a large freighter (they come equipped with 25mw shields) then do a freight transfer with the shields, then scrap the new freighter. Hey presto, you're left with three 25mw shields.

Yes, I believe only the Paranid make the 25 MW shields and they don't like you right now.

You gotta kill a few enemy ships in their sectors and you will gain docking. It should only take about 3-4 kills and your rep should be high enough that you can dock.
