This is nothing to do with the sewers. It is because the population increase rates are stupidly high, and the sewers can't cope with it.

But yes, it's pretty damn annoying, especially in north Africa. I often find myself having to abandon Carthage so I can retake it and massacre the populace, which is kind of irritating as I really could use that army elsewhere....

The 1st time my cities started getting big while i was playing as the romans the loyalty started going downhill because the squalor had got too high. So i build a sewer. Commom sense says that should reduce squalor right? but the population gets bigger and the squalor gets worse so then i upgrade and upgrade til i've got plumbing and the squalor keeps going up.
I know you can destroy public health buildings when the city becomes huge and do other stuff like exterminate the populace to sort the population issue out but i still think its a bit *bleep*ing stupid that sewers etc. are essentially increasing the amount of shit floating about in the streets.
Public health should be increasing loyalty more than it increases population size when u build that public health crap cos its really *bleep*ing annoying!
