Actually the reds are in melvins kitchen but you need to do the quest where you return the food to spree first the burning building is just a place to test and create reds.
After that you can open the gate to melvins party when you're minions start dancing don't hurt the halflings just lock on to the musician and beat him till the minion says something about his music the the halflings will attack so quickly run and break there portals and find the wheel spoke far behind the stage where melvin wasreturn it turn the wheel and go inside.P.S. there are infinete halflings breaking the portals slows em down greaatly but there are infinete!!!
