I got a couple of my Sims to marry and I also had marriage leis on each of them. So make sure that you have the leis as well as the beanies on each of them.

Also check their relationsip and make sure that their motives are up.

You need to make marriage beanie and marriage lei for both of the Sims AFAIK. Look in the clothing plans for them.
