I'm trying to make some custom multiplayer map , but I really dont know how , in the Level editor I really dont know how to make the tiles appear , I click on tiles and its blank , same when I'm trying to creat a new map.

please can someone show me a guide or something to get the basic of that Editor.

..oh wait you can't make the tiles APPEAR, yeah you need to extract all the entities to the entity folder, in the /core folder turn "entities_0.bos" into "entities_0.zip" un-zip and then you should have all the tiles available in the entity folder.

read the file "EDITOR_README.txt" in the Fallout Tactics directory, if you read carefully it will explain that you delete tiles with Ctrl-X and move them with Ctrl+ Arrow keys, page up etc...

took me ages to figure that out too
