Hmmmmm...You're making me think hard...I've only played as GDI (I have the Demo). I might have to say that the Saboteur has one of the best voices (I hijacked a Construction Yard). I can't say what has the best voice though. The Black Hand has a cool voice, as does the Emissary and Nod Harvester.
