Ive recently cleared out all the biker empires on the one side of the city and was heading to the last remaining biker empire ( medium venture-drugs) but their is no vehicle out front or anywere anear the place to destroy to start the takeover. is this a glitch or so every empire can have 1 last empire?

I'm having that same problem.I attacked it once and won but I didn't buy it, after that was when the bike would never show up.So I'm guessing that's how it happened.
EDIT I just found out that it's not a glitch.There is a mission at that biker compound and the bike won't appear till you do that mission.

No, that's a common glitch for many people. Sometimes you just to come back later so the game can properly load the game.
