vexen is in agrabah in the merchnat's house, go check out the org spirits thread, that has all the information you'll need.

Depends on which ones. If you want the difficult battles for ALL organization members, go to the cavern of remembrance. If you want to fight CoM characters, such as vexen, you need to go to their absent silhouette and fight them. Vexen is in Twilight town, in front of the manison, I believe.
