Here is a list of the wayshire and how to get to them.
p.s this is copied from Oblivion GOTY guide.

Akatosh (south of bruma): Fast-travel to Toadstool Hollow (at the junction of the orange and silver roads) and head straight west.

Arkay (west-northwest of Kvatch): Fast-travel to Bleak mine and head east-southeast.

Dibella (south of Chorrol): Fast-travel to Fort Carmala and head northeast.

Julianos (southeast of the Imperial City): Fast-tavel to
Cracked Wood Cave and head west-northwest along thw Yellow Road.

Kynareth (in the middle of nowhere, east-northeast of the nameless lake north of the Silverfish River): Fast-travel to Mackamentain and head east-southeast.

Mara (west of Skingrad): Fast-travel to Cursed Mine and head northwest.

Stendarr (between Bravil and Leyawiin): Fast-travel to Sheogorath's Shrine and head east-southeast.

Talos (south of the Imperial City): Fast-travel to Hircine's Shrine and head east-southwest, or to Fort Variela and head west-northwest.

Zenithar (north of Bravil): Fast-travel to Flooded Mine and head south.
