Get the Secret Key over Wi-Fi and use it in the Galactic Eterna Building. There should be a room that will open with 5 objects in it. Examine a certain object and your Rotom will change form.

its like deoxy, u have one and you change its form using the different rocks,
to get all forms get/breed more rotoms, yes they can breed. then go use the secret key, correct me if im wrong.
