I think 47 cuz his name is Agent 47. (I think Lee Hong is even a clone like 47 cuz' in Level 1 i saw this - At the last tube with the body in it, look at the right of the tube and you see "Lee Hong" written on it.

Where does it say that? The code at the back of his head is what identifies the clone. Like an ID number.
