I have the UK version of the same story. But that's only the extended Sonic universe.

To be quite honest with you, there is no reason why he runs fast. It's purely a novelty that sells games.

Perhaps Robotnik was taking enhancing drugs of some sort, because Sonic obviously would never get involved in such illegal activities.
