I know the music when you encounter Culex is from Final Fantasy II(FF4-Japan), but I never found him in FF2. Is he from a specific game? Just who is this guy? Do you think he will show up in any future Mario RPG games? Your thoughts please. Thank you.

The only direct link to the Final Fantasy series is the music which consists of a remix of the boss fight track from Final Fantasy IV, the traditional fanfare that's in virtually all of the games, and the crystal/intro theme (again, almost every game has it).

There is a battle in the fifth installment in which your opponents are four elemental crystals called Seal Guardians, but that's it. You don't encounter anyone who's named or looks like Culex.

there have been a lot of bosses in that style. culex wasnt meant to be any of them, just final fantasy style

There's also a Samus doll in Booster's room in Booster Tower, right before you fight Knife & Grate Guy. And talking to Link triggers the 'solved puzzle' ditty.

Using the "Shiny Stone" on the sealed door in Monstro Town reveals a hidden boss named Culex. Contrary to popular belief, the Culex character is not from any particular Final Fantasy game and instead simply represents a sort of generic "Final Fantasy-ish" boss.

The Earth, Wind, Fire, and Water Crystals that accompany him originally appeared in both Final Fantasy II (IV in Japan) and Final Fantasy V (which was never released in the US). During the fight with Culex, the Final Fantasy II boss music plays in the background. When Culex is defeated, the generic Final Fantasy "victory fanfare" plays, and the Final Fantasy "introduction" music plays during Culex's conversation in the overworld.
Just felt like throwing that out there.

On a side note, I didn't know that they threw Link into the game
(and that you can find Samus sleeping in a bed in the Mushroom Kingdom Castle's guest room.)

Culex was created by Square exclusively for this game. He never has appeared in any other game.

I'm pretty sure that he was created from a lot of enemies and bosses from all different FF games. PS: THERE ARE TOO MANY FINAL FANTASY GAMES THAT HAVE THE SAME EXACT PLOTLINES BUT WERE REMADE INTO NEW CONSOLES! TWO WORDS, THREE SYLLABLES, EIGHT LETTERS, ONE PHRASE, ONE PUNCTUATION, ONE SPACE, ZERO LOWER-CASE CHARACTERS: NEW IDEAS!

Culex is just a very very Final Fantasy-esque character, especially that close to FF4, 5, and 6. He's simply a being that cannot survive in Mario's universe, but wishes to fight the strongest being in his universe before he departs. He's got the FF2/4 Boss Battle music while you fight him, and while talking to him the FF2 title theme plays. It even has a nice little FF victory music when you beat him! He's definitely not going to appear into anymore Mario games, 'cuz he simply cannot BE in Mario's world. He may though, appear in a FF game one day, but as of yet he's not in any game except SMRPG.
Ohhhh. I recently played FFII and I didn't find him so that explains it.
