I'm running Vista but I don't imagine it would be much different on XP or otherwise.

TYPING THE CONSOLE LINE
Right click on the Vampire icon on your desktop (or in the Vampire folder itself, but desktop location would be ideal &I'm assuming you've an icon there) &hit Properties. There should be a tab labelled something like Shortcut up top, &within that tab the word Target: - beside which is text you can edit. The typically installed Vampire game would read in there something like
"C:\Program Files\Activision\Vampire - Bloodlines\vampire.exe"
All you need to do is add first a space, & then -console to the end of this. So it would then read
"C:\Program Files\Activision\Vampire - Bloodlines\vampire.exe" -console
&you're done.

BRINGING UP THE CONSOLE BOX IN-GAME
After having completed the step above, you must ensure you use the SAME shortcut icon to run the game (ie, DON'T autorun from the CD or use the Start menu).
Hitting the tilde (~) key at any point during gameplay should then bring up the console.

Hope that helps. If you've done both of the above &it still isn't working, I'm afraid I've no idea what the hell's gone wrong.
=)

I too am having trouble with bringing up the console. I got the line "-console" added after the "Target" line. But when I am playing a game I can't get the console to come up when I press the tilde key.

It doesn't matter how far you've been playing. Just go to your shortcut properties and add "-console" to it. In the game, press the tilde key (" ~ ") to toggle the console.
